4 yr old house hvac system. Tenant's did not replace air filter for over 6 months use, so the coil is covered in dust and the blower is not working due to excessive dust buildup. How much to replace blower and clean out coil?

My 20 yr old York AC /gas furnace just stopped working. It is the basement unit. There is an attic unit for the upstairs. Both units are 3 ton, 70,000 BTU. I would like to replace the basement unit with something with a higher SEER rating, and a 2 stage furnace. Later this year I will probably replace the attic unit.
